Democratic States and Counter Terrorism : The managing of uncertainty, is there a place for principle?

States especially democratic states often make a point of declaring that they resolve policy dilemmas without breaking their moral, political, and social principles. It will also seek to explain the circumstances in which democratic states will make the decision that solving their policy dilemmas takes precedence over keeping to their principles.  Relevant for studying the Northern Ireland Troubles and the Arab – Israeli conflict.
